They do it to discourage people like you, with no traffic, endless demands and questions and who contact sales reps and accounting three times a day, only to end up on forums claiming they "stole" your 9.65$ in the end from joining their program.
Of course you think you're special with your hard earned 18 clicks a week... but then again, you've never had to devote a major portion of limited resources to dealing with 1000 fuckwits like you.
High minimums are the polite way of saying "the hard truth is that you aren't worth our time"
