Not a race thing? Well given the fact that the majority of citizens of Flint are either black or hispanic, doesn't cast a very good reflection on the mostly all-white politicians that make decisions for them.
Again, the local government authority over such matters were removed from local officials hands after Snyder was elected. Flint's current mayor, Karen Weaver, has asked that authority be returned to local officials, but since there is a strong possibility that some higher ups are likely to to be found guilty of negligence, look for that process to be stalled as long as possible.
