What happened in Flint regarding the water has little to do with the auto industry and everything to do with the Detroit Water and Sewerage Department.

After the City of Detroit went bankrupt, they raised the costs of water and sewer to Genesee County (Flint) as well as Oakland and Macomb Counties (Suburban Detroit) residents a LOT -- LIKE DOUBLE.

A new pipeline is being built for potable water and also sewage treatment plants.

So, the mental midgets on the Genesse County Commission decided to, in the interim, retrofit the Flint Water Treatment Plant to purify the toilet water of the Flint River and its watershed of brownfield industrial storm drainage. That is one source of the lead the other is in the old water piping solder joints of the Flint's pre 1940 housing stock (that is still occupied).
