I think the only fair solution is that all the victims of the gang-rapes and beatings by the refugees should be charged a special "cry me a river" tax to pay for the refugees' stay.
I see no reason that the refugees need to be tasked with the burden of committing mass gang-rape, committing mass beatings...and on top of that, forced to be poor. To me, that would be a very sad social injustice. And quite frankly, racist.
