public restrooms though is a big issue in NYC and its boroughs. most places haves signs "restrooms for customers only" and very little public restrooms. this sucks. instead of installing public restrooms they just allow public peeing wherever and spending money on masturbation booths which would also require staff for maintenance.
NYC would do great with some minimal paid admission restrooms, at the very least it would help cover maintenance costs.
