because spending less money, less time and less effort on a grow is better than the opposite...low quality can be grown outdoors whilst high quality is almost always indoors (greenhouse)...
there are 2 types of growers:
1) money launderers
2) the ones who feel the dump price and are forced to grow cheap too
there are 2 types of buyers (bulk)
1) wall mart type stores...they only care about constant supply and low price...no way a quality grower can even compete
2) money launderers...they buy cheap shit for pennies, export it and """"sell abroad"""" for premium $$$ and import this money back home with almost no tax because agriculture is not taxed or very little tax compared to any other business activity they have abroad, be it legal or not...
sometimes the same train, with the same cargo, enters the country and leaves, multiple times

fruit has no serial # and is probably the best and easiest way to launder money...
the only reason I can produce quality is because I do not rely on the $$$ from sale...it is a side project I give no shits about...I hold a monopoly in a small town for most of the year simply because I can dump...I lose this during the summer because imports from better climates out-dump me...
it is a fact: crops grow better under the communist sun
