Warm months do add to violence. Another thing that happened is due to the police shooting footage coming out there is a new agreement in place that officers have to fill out a 2 page report for every car they pull over. So less pullovers, gun seizures etc... are happening as nobody wants to do the paperwork involved.
Hard to get pulled over in Chicago compared to Chicago suburbs to begin with unless you look shady and now that the paper trail has to follow every pullover will be even less pullovers/random bad guy arrests/gun confiscations.
