Ukraine is corrupt because of its history with Russia. The politicians are basically Russian on the Kremlins payroll. As the move to EU happens they will continue to move to a more western leaning government. Which should in turn help to open things up from the country.
Ukrainians will be a positive addition to Europe. They don't go around with the attitude like they are the best. They are willing to work and move the country forward. There has just been constant pillaging from the outside. In fact there is no guarantee that the EU won't be worst for them.
