Nothing wrong with laughing at that. It's funny. Me being the polite Canadian that I am I'd have just come out and apologized, maybe muttered about there not being another open stall.
Oddly, I would feel less guilty using that bathroom stall than I would for parking in a handicapped parking space somewhere.
