In your case, using it just "maybe once a month" it is understandable that you would be hard pressed to justify spending $600 a year...however, for professionals who use it daily it is more than worth the price of admission to have access to this amazing professional tool.
For those who are not professionals there are many alternatives that will do...but for use pros there is no substitute for Photoshop.
