I just don't understand why I'm not allowed to turn my car into a taxi, but Uber is? What's the differentiator that allows them to skip all the taxi licensing laws etc?

I just don't understand how/why cities are allowing this to happen. What's the catch?

Edit: Seems they're not allowed to pick people up by being hailed on the street, so that's why they don't need to comply with taxi laws
