I've been able to receive it sending some kind of data on 470.010 MHz during two passes. I don't know what power the transmitter is but it's not a clearly modulated signal. This could be for one of two reasons, the most likely is it's tumbling at an interval measured in seconds or the transmitter on the satellite is faulty or both.
Apparently it should be transmitting on 470MHz so the fact it's heard on 470.010 means that the doppler effect is playing havoc on it, or more likely it's a poorly calibrated transmitter. There should only be a couple of Kilohertz of shift in normal situations.
