Can't someone in charge spend 30 minutes on Google and determine the most in-demand fields and fields where graduates actually get jobs and build careers and then make those areas of study free? That way if you want to attend college and get a degree in 15th century pottery, women's studies or Greek literature, you are free to do so, but you will have to pay for it yourself. If you want to study computer science,nursing, business, engineering etc then it is free. I would also extend that to certain trade schools that teach in-demand skills like auto and diesel mechanics, plumbers, etc.
