I'm working on implementing it with CCBill. They can definitely do it but you need programming work. You can either create a digital item that can be purchased that corresponds to a certain number of tokens or you can use their dynamic API to just say, hey, bill them this much and tell me when they've completed this transaction and BTW here's the reference id I want you to give back to me.
