Ya rather than will it work my question is can it be done legally, I am not so sure, I don't know enough about international trade law to know but it seems to me the real question isnt will it work.
What else interests me is now California (a border state for those who failed geography just incentivized illegal immigration in a BIG way), raising Minimum wage to that level has much larger implications than most people even begin to imagine.
