That's actually at the crux of the issue. Who gets the money, the owners or the workers? (The Owners always get more anyway, just how MUCH is the point.) And, in the end, the Government (theoretically "the People") is the only entity that can keep the balance. If the answer is "the owners" then we have what we have now. If the answer is "the workers" then we have Communism.
It's the dynamic tension between the two extremes that is the only answer. Yet that takes diligence, fortitude and keeping corruption at a minimum. Good luck there. LOL
