The labor force participation rate is based on the people in the age group to be in the labor force. It doesn't count people past the retirement age.
But I guess you could say that the 37% of American's who are physically, mentally able and of age to be in the labor force are pretty much technically "retired" and living off the govt. now.
Edit: That's people in the 16 to 65 years old range.
