No mu suggestion is to forget about trying to stop migration by limiting the ways to transfer money.
Fine employers, so much they dare not employ illegals and give the money to enforcement agencies, so they can employ more to catch more.
Raise the bar on migrants to a level that means only essential people can migrate in. with exclusions for nurses, until enough are trained in the West to fill demand. They have to have a job to go to that an American can't do, a home, earn enough to pay the average amount of income tax, care for their family and pay for medical insurance.
This will mean a NY taxi driver will speak English.
