nubilefilms.com is that the site? the flow to the join page is fine when you hit that site better than alot of sites out there, and they use ccbill. So I dont believe its shave issue for the OP, traffic is wrong for that site is my guess.
Taking a look at the webmaster program I see that you don't signup to ccbill directly that would give me some pause I suppose but still not enough info about traffic origin and what people are looking for exactly when they arrive at site to answer here.
