The people that are in charge are completely clueless.
Years ago there was Congressional hearing on CSPAN that had to do with emailing, and some of us watched it. This was back in 2003 or 2004. The leader of the Congressional Panel of Science seemed to have no idea what email was. I forget who he was, he was the Congressman from Alaska and he called "that email thingy".
The person in charge of making the laws about email had no idea what email was.
