Keep in mind that at this very moment, VISA and MC are spending tons of money to lobby Congress to change bankruptcy laws to make them more favorable to creditors (effectively changing bankruptcy into a way to defer payment on debts, but not escape them altogether).
Wouldn't surprise me at all if there was a little "you scratch our backs, we'll scratch yours" going on with the Republican majority.
