In my experience, making the charitable assumptions about oddly-worded affiliate announcements that affect payment has not worked out well. And when we sought clarification, we got told that our concerns were "ridiculous."
I do invoices all the time, for transactions where they are needed. Usually if a company desires electronic invoicing that shows a physical bill-to address, they make the desired method of electronic invoicing quite clear. In the absence of that, assuming the email meant what it said about a billing address doesn't seem unreasonable.
