actually, USA foreign policy has all been about containing Communism since world war 2. thus the Cold War. the fact that we won the Cold War (USSR collapsed) has turned our foreign policy upside down, causing the increase in enemies such as ISIS. second to the goal of containing communism would be securing the globe and Trade.
