There are very few collection agencies that specifically focus on consumer chargebacks.
Without having signed agreements typically in place between a consumers and the bank or business (ie. party to an agreement that is providing some line or form of credit), no legitimate collection agency or law firm is going to report the consumer to the credit bureaus right from the start.
If your overall percentage or number of chargebacks is relatively low, then you may prefer to manage this yourself. The simple advice I can offer is: file a police report against this individual for theft and fraud, and forward him a copy of it, once received from the police agency.
Advise them that you will take them to small claims court, and will also ask their local prosecutor to consider criminal charges against them. Suggest a withdrawal on your part in exchange for remuneration for this and the past chargebacks.
