This sounds awful! OMG, I can't believe they would do this!
Was there no way of going fibre, or is it the area you're living? Virgins Fibre's out of this world, I think now up to 150 mb down & 100 mb up.
We're on 4G here in Spain. We run off the similar to a phone, only 30mb down & 4 up, but perfect for my cams & the system is secure & very stable
