This is all feel good diplomatic bullshit. Remember the ABM treaty of 1972? The USA abandoned that treaty in 2001 -- we now can shoot down nuclear ballistic missiles. So can the Israelis and the Russians. Stalemate. Japan lives under the Nuclear Shield of the USA without bearing the expense. No country with the exception of South Africa and Ukraine have ever given up the nuclear weapons in their possession -- and who knows if they hid some missiles or the components of missiles.

This is just political grandstanding -- they all do it.
