If you look into their criminal past it becomes apparent that this could be a setup where they are looking for a payout from the Zoo. Just too many shady things in their criminal past, along with the odd circumstances of how the child, that cant walk, mysteriously made it over the fence and crawled 4 feet past the second barrier to fall 15 feet into the enclosure.
