what do you mean on the spot? in your very example illegals were in the country long enough to get a job at taco bell before they were arrested on the spot once a month.
next, do you really think illegals are not being arrested? a quick google reveals ~500,000 illegals were arrested in 2013 alone.
finally, as a californian, you're not aware of sanctuary cities? do you really not know about cities that advertise that they are safe havens for illegals to avoid being arrested?
