I believe he is saying that since the tankers kuwait was using to move their oil were protected by the usa. In fact they even pretended to be us owned by painting us flags on them and had us navy escorts through the persian gulf then that service should have been paid for. Instead you paid for that so zome dude over their corporation could get those benefits. Then you paid again at the pump.
Then you paid again to protect kuwait borders.
