It doesn't matter if you call it terrorism or just a random nut job. It is still a bunch of people dead because of one person's belief.
And yes, government and media react the same way:

It is a violent world. It was actually more violent in 1966 in many ways than now but it was governments instead of individuals.
The border is much more closed now then it has been at any time in our history except during WW1 and WW2 and still the violence happens.
Also, the guy that did this shooting was a U.S. born citizen so closing the borders would not have kept him out.
