Of course, there's a solution. As he was on police radar, that should be enough to raise a red flag. FBI radar, more than enough to bar him. Stopping ideology, well maybe stopping the ideology of your right to own a gun. It was never the intention of the Constitution that individuals should have those rights in peacetime.
Read beyond "The right to bear arms" and look at the world they lived in.
As for dismantling the Klan, Mafia, Islamic Terrorists, etc. I assume you're joking. Those have nothing to do with deterring most mass shootings. You could do more by banning violent TV shows, films, games, etc.
An immediate solutions would be more security on public places. Funded by gun owners and gun companies. I'm sure you're willing to help reduce mass shooting, to keep your right to have a penis replacement.
