This was a false flag to make James Comey, the Republican head of the FBI that's dragging out the partisan Clinton email "investigation", look bad. His people investigated the shooter twice, for two separate specific threats, over a 10 month period, and found him not a threat.
This gives Obama the power to fire Comey now, either directly or via the attorney general. This was the largest mass shooting in history. Guaranteed no charges against Clinton now.
