I don't think it is possible to commit a terrorist act and be considered a rational person. That does not mean legally insane. Irrational people are responsible for their actions. Terrorists that are mass murders get a summary death penalty in the USA -- but the terrorist doesn't give a shit -- he is prepared to die.
Consequently, there is no deterrent punishment. Terrorists always win -- even when you cap their ass they win.
Soldiers may think they are heroes when they cap a terrorist but in reality they are just creating more martyrs for the terrorists' cause.
Solution -- give the terrorists their own country(s) -- get them all in one place -- then nuke it(them).
