Nope. They present the facts as they see them, and their counterparts at Justice choose what action to take. It would be seen as a clear and willful violation of the chain of command and the process for the FBI to put a spin on it unless they think they have a very strong case. If it is unambiguous, it will be a series of offense codes with facts related to each of them. JD will then decide which of the offense codes to turn into an indictment. They may choose to study the findings first, if the findings have any ambiguities. The study could take 6 months. Then in 6 months would cease to exist.
