Making more Martyrs is no a viable solution. It is really up to the people in that region. For instance we could nail Al-Raqqah and decimate it, turn it into a glass parking lot, but the Martyrs of Al-Raqqah would seek revenge. Conflict in the Middle East is constant -- the lands are piss poor and the egos over sized.
