What do you mean by fail ?

Are you one of those people who believes that laws have failed unless the problem is completely eradicated ?

Interesting that your point of view is already decided before you ask the question.

The bill will change how adult material is consumed in the UK.

Considerably less children will have instant access to wall to wall free porn.

Will there be a 100% reduction in kids seeing porn ? No.

Can there ever be a 100% removal of a problem through legislation ? No.

Legislation rarely provides a complete cure - what it does in this case is define the moral line in the sand that this particular society has decided needs to be addressed.

It wont be a complete panacea, but the Bill draws a line, and it gives redress against those who cross the line. There will be modifications to the Bill before it is passed (e.g. Last resort ISP blocking, and a broader definition of the scope.), but this Bill is long overdue. The status quo is not good for society, and it is definitely not good for business.
