Khruschevkas were built in 60's. How can you compare some small Norway with Russia? I won't find you on the map actually. There is only 5 million citizens which is 3 times less than population of Moscow city. Try to build enough houses for a 145 million nation, dumbass. Course we also have new houses that look much better than that small piece of shit from your picture (actually yours are the same Khruschevkas but new - try to imagine them after a half of century). But those who has no money to buy normal apartments/house (yes, usually they are alcoholics, drug addicts and slackers - a bottom of the society) have to live in free Khruschevkas. They are ugly from outside, but they have everything to let them to survive cold Russian winters.
On the other hand, there are people who can make even Khruschevkas look like normal apartments:
