You could trace the ballot from issuance to final count. Record the vote in the blockchain -- what is to prevent tampering with the software that reads the data? That is very easy to do and not very transparent to the average person working for the election authorities -- hackers are so honest LOL.

Programming a vote is simple -- securing a vote is another story.
