You can't ban anything successfully. In the US we couldn't even sucessfully ban alcohol much less drugs. Sadly what has to be done is to eradicate the bad aspects at the source. Due to the extremism being accepted in certain parts of the world it will leak out to where it's not acceptable.
You have to make the extremism unacceptable in those parts of the world, where it's currently active.
