Unfortunately I am afraid that in less than a year from now this will be the only way to survive. Apparently the CC companies have agreed to kill us.

jenny, i think your being over pessimistic here to be honest... the latest happenings don't really come as to much of a surprise to me (and many others here on the fora i assume from past discussions), all of the billing outfits that attempted to curcumvent VISA's decree about cross-border acquisition and regional merchant localization are all being dealt w/ and driven out of business wholesale... these guys knew the rules and made the decision to conduct their business in violation, and took a lot of hardworiking webmasters w/ them in the process. i personally think that most of these failed processors knew that they were running on borrowed time, but were hell-bent on accumulating one last good haul of funds, and the webmasters who they made money off of be damned.
i know that being a non-US outfit is becoming more and more difficult in these times, but biting the proverbial bullet and incorporating in the US so you can make use of the solid processor offerings (ccBill for sure) would really make your life less stressful... it is nice to sleep w/out such worries.
the industry is being changed forcedly for sure though, it is looking more and more like to continue doing business everyone will have to think very carefully about who they choose to throw their lot in w/, and how they conduct their business..
