Neither, apparently. He/she/it has a condition known as "hyper-androgynism" which means her body naturally produces a high rate of testosterone, yet she's female, thus qualifies to compete in female competitions... with all the advantages of a man.
At one point in recent years there was a rule levied against 'her' that said 'she' had to take a drug that suppresses testosterone in her system, but that judgement was later overturned on appeal due to human rights violations.
While I agree there is a human rights aspect to her case I have to admit part of me says if she's allowed to compete then every other female competitor who races against her should be allowed to up their testosterone levels as well. That's assuming they want to all end up looking like freakazoid menosaurs.
