What's up with compliance nowadays?

Shooting BDSM means you're probably shooting on the edge or at least exploring the limits of BRAM and visa/mastercard compliance. I had a video here and there removed over the years during "3 month reviews"...

I see a difference between billers when it comes to compliance... I wanted to switch once from epoch to ccbill... Ccbill wanted me to remove 1/3 of my videos before getting through their compliance.

Last year I see sites really pushing the limits even clearly stepping over the limits... but they have payment processing... Things like kidnap-scenario's where girls clearly scream "no", clearly non-consensual, is being processed today.

My question would be: Is there a difference between billers when it comes to compliance?
I think this would be weird because billers Always say they have to quard compliance because of visa/mastercard. In that case all rules apllies the same for everyone! Right? But I experienced clear differences myself regarding different billers... that is just a fact!

When it comes to compliance I guess ccbill is the most prudish of the 3rd billers... after that epoch and the most on edge seems verotel in my view...

The sites that are really stepping over BRAM rules seems mostly to be sites with own merchant accounts. But.. they also are accountable to visa/mastercard... right? Who reviews them?

Could it be that rules and compliance differ based on sales revenu?
Do billers, next to the fact that they have to apply to visa/mastrercard rules, also have their own rules? Which would explain the differences in their compliance...

It all seems a very untransparent world... the world of billing...
