An offshore site that has no US connection other than the domain name registry is only vulnerable to losing that domain name.

Unless you're prepared to pony up to take legal action there is little you can do.

I am not here to ask for advice. I know exactly what I have to do and I am ready to do it. I cannot sue this site because I don't know the identity of the owner but I am prepared to take legal action against their sponsors for solicitation.
Since Bongacams doesn't seem to care about this issue and won't reply to my emails I have grounds to assume that they are okay with their affiliate behavior and are profiting from his illegal activities. Before taking this to court my lawyer is contacting Bongacams credit card processors: EPOCH and SEGPAY to let them know where Bongacam's traffic comes from, where they are obtaining the traffic whose cards Epoch and Segpay are supposed to process. They are both american companies and will be very interested to know this information.
The reason I am posting this here is to let everyone know what is going on. As affiliates to Bongacams you should care about whether or not they are a reliable company. If Bongacams doesn't care about their own Terms of Service, how can you trust them with your signups or your personal information? It is not a trustworthy company.
