hawking's new found paranoia has a hidden agenda. He is basically daring governments to build defenses for such things which will in essence force us to work on future technology development--or at least plant the seed. A virtual cold war against a practically non existent enemy.

Another angle you didn't think about.
A. Aliens capable of traveling across galaxies will have likely long ago used up all of the useful resources on their home world. Their objective for space travel might be to collect resources to send back home or to acquire a new home.
B. Their primary goal could also be to colonize other planets in order to grow their galactic empire. Just like the Spanish, French & British did with the "new world". They didn't care if someone else was already there, they just killed them or made them submit to their rule.
