There was a time, not too long ago, where a record label would sign a band or singer and let them record a few albums, tour, and work to develop their craft and an audience. Now many acts get signed and the first thing the record company does is put out a single. If the single does well, the act makes a record, if not, they may be dumped before they even make an album.
