there two types of lieing:
one is, Hillary: "I don't know what 'c' marking on emails means..."
then there is being mistaken about some fact... some facts earlier may have incorrectly lead him to believe that Obama wasn't born in the US... he learned something new, perhaps pondered about it more, etc, and so he adjusted his opinion... nothing wrong or unusual about that...
if for example you say that gfy.com is hosted in Hong Kong... are you lieing? probably not, you are just mistaken about the facts...
