Free bags should be banned worldwide, not only in Europe.
This is a real environmental issue - when you have to pay 10 cents for a bag you only take what is needed (and then bring it back fr next shopping).
Quarter for a cart - great, learn to put back where it belongs after using. Not so great if you do not have coins at hat moment (although you can get a free token at some stores, I believe). Or take free standing smaller cart/bag.
