Seems to me a police officer was en-route to a call when they came across a vehicle in the middle of the road. Officer stops to investigate, finds someone who is unwilling to answer questions and unwilling to corporate, and calls for back up. The officer, partly because of drug-recognition training, believes the man (Crutcher) is on drugs, most likely PCP.
According the above linked article, "Crutcher ignored the officer’s commands several times and didn’t answer her questions and reached for his pockets several times despite Shelby telling him not to". Other officers show up, sees an officer with their firearm drawn and a suspect who is not following orders to stop, not following orders to get down on his knees or to lay down on his belly, and instead walks back to his car and puts his hands into his car.
Then he got shot.
It's pretty simple. When police say "put your hands on your head" and then "get down on your knees" you either do what you are told or you risk getting shot. If you instead walk back to your car and put your hands inside the window like you are going to pull out a fire arm, well.... Again, you risk getting shot.

Police are not supposed to shoot someone because he might have a gun. The guy had no gun.
I know police have a tough job, but they're paid to be in harm's way. A cop can't shoot a citizen because he's about to shit his pants with fear. Cops works for us. Try to remember that.
