The no guests policy is a little weird but it's your house, your rules. That rule was obviously ok when she moved in, but now she has demonstrated that she has no intention of sticking to it.
If I had rules and a roommate demonstrated that they had no intention of following them, they'd be out. And then I'd never have a roommate again. I've never had one to begin with because, fuck that.
