Not wanting small affiliates is fine, the resources they drain can be far more than they are worth. That said, don't say you want small webmasters then make payouts $1000. It is 2016, the optimal payout structure would be ASAP so that affiliates could reinvest their money but this industry and those running it are all ancient has beens that have no clue how shit works in 2016.
